The government has conditioned people, through years and years of propaganda, to not trust it. Yes, Sputnik V works. Yes, it's as safe as vaccines used in other countries. But no, people won't take it simply because it was praised by Putin so much and because Pfizer and Moderna aren't available even if you're willing to pay. So, yeah, they started requiring vaccination (in different ways depending on the region), and now numbers are through the roof. Simply because fear is the only remaining way the government could convince people to do something, even if it's the right thing.
