When I want to share a link to Matrix message, I get a link to "matrix.to" - and then address of the message.

Does this mean I am dependent on matrix.to for links, or what?

Matrix.to is a fairly (completely?) static site, whose URL contents are then evaluated client-side.
There's nothing stopping you from hosting it yourself afaik.
