Step 1: create a facility or encampment to create a head count and document the identities of our homeless population. Step 2: administer and [sic] aptitude test to identify those capable of being a functioning labor force. Train the top 33% to use heavy construction equipment. Step 3: use the newly trained labor force to dig the hole for the bottom 66%. Step 4: Cover the hole. And welcome our newly trained workers back into society with their new resumes. /s
