@balasubramanium In 2021 there was only 3000 homeless people in Japan by statistic. And I am pretty sure many of them have no desire to try and live in an area that has been declared to be a site of radioactive disaster.

There even been reports that for cleaning of Fukushima were volunteering elderly Japanese people because "they have lived long happy life and don't want young to risk"
