Well I'm more of a generalist when it comes to technology. Even the method I described is not 100% fool proof either.
In general terms I'd say just use Vultr's OpenVPN application. However you can't fully trust that there isn't some sort of VPS backdoor access to the filesystem, samething goes with literally every other VPS that you didn't upload the ISO image of the distro you are installing.
tl;dr use TOR
if you're worried about back doors uploading your own ISO won't save you unless it uses SGX or the AMD equivalent. the provider controls the hardware and can see everything if they feel like putting in the effort
but yeah I agree tor is nice
