In Luxembourg it has always been required to get a fishing license, it’s not expensive, but you have to be aware of the regulations.

Luxembourg is 60x90km, so no big reserves. Licensing is more of a regulatory thing to prevent that anybody comes with a truck full of equipment and starts fishing without being aware of the rules like protection periods or what tools are prohibited.
