@amapanda I think you live in America (the continent). I'm in Europe, the primary word used here is "programme". A manifesto would be also about values and beliefs, not only a plan / set of promises. I have so far only seen this word used by anarchists and left-leaning parties.
(I'm as baffled as you about the "obvious" not being true on the other side of the ocean.)

Here in english-speaking europe, the term manifesto is common. e.g. the BBC for referring to the 2024 UK election: bbc.com/news/articles/cxeez827
It's also used at the EU level, e.g. for European Parliamen: EPP: epp.eu/papers/epp-manifesto-20 PES: publications.pes.eu/pes-manife
