i like the way that the hubzilla folks talk about activitypub/streams, as simply a 'transport layer' ( rss/atom or diaspora are also possible transport layers ) but actually the social networking stuff is done server side, it has nothing to do with the spec as such, there are many ways servers can interact .
Hubzilla has their Zot protocol which attempts to fill in the gaps i think you're talking about ( specifically zot deals with private posts/chats, access control to webdav, migrating identities, etc. ) i don't know if zot is all it's cracked up to be but point is there are many things that have to do with building a social network that have nothing to do with AP as such ( indexing posts, managing identities, permissions etc. )
