@davidbisset that ramp surely was installed for semi-frequent carts of heavy stuff, surely, not for wheelchair users - with some movable section that temporarily blocks the door? can't believe anyone would make a wheelchair ramp like that

@JackEric @davidbisset Do a search for images of accessibility fails. It is very believable that this could indeed be a wheelchair ramp. It might not be, as you say, but it definitely could be.
