It has not reduced housing costs in Napa City or County. But in a destination county with a total population of about 130k people, strict urban limit lines, and protected agricultural zoning, preserving existing housing for residents is essential. I've read that NY is seeing a drop in rental costs. Barcelona was being slammed with visitors, and suffered a big loss of rental housing.
