Something relatively ancient and hand-routed. Since it says "register", I'd guess it's part of some sort of CPU built with discrete logic.

It might read "shift register", although with respect to the soldering, the "f" seemingly fled the board.

@tubetime Reminds me of the cards that make up a PDP-8, so perhaps a board from a similar generation machine, but one that has Seen Some Things.

How on earth did it get to that condition?!
