Normal people will use windows because they used windows since forever and because everyone else uses windows and because they don't know what operating system or privacy is. Making UX good enough will by itself take a lot of time and money - personally I don't see how it will pay for itself.
@Gbutera @PurpleJillybeans Also, to be fair, there are Linux systems made exactly to be easy, like Linux Mint. I don't think it will need maintenance at all, but I'm too advanced to have a good understanding of the problem from the normal point of view.
