You drew a incorrect conclusion from my words. I was implying that the solution of providing hosting services using uncontrolled Telegram servers is overly complex and insecure. How do you think Roskomnadzor stopped blocking access to Telegram for ordinary users with which reason?

@ashed I meant a person or a group of people could basically act as the middle guy to provide hosting services to lets say DigitalOcean. There are a number of ways to advertise this and I just used Telegram as an example.
