A part of the problem I see, in addition to what you've said, is that while the point it activitypub is federation, mastodon is the most public face of it, and mastodon *feels* small and cozy. The idea of getting bigger I think bothers some people. "Don't take away my little cafe." Understandable! But imo, not accurate.
