Why is it so that big companies always have no clue what they are doing?

PM: "We have to move to the cloud!"
Me: "But why, it works like it is now and we have headroom for 10x growth"
PM: "On principle!"
Me: "Ok, can you please update the VPN config so I have access?"
IT: "We would need IP addresses for that"
Me: "It is the cloud, they will change with each deployment"
IT: "We need IP addresses"
Me: "I'll give you URLs, whitelist that"
IT: pings URLs, whitelists IPs

VPN breaks after deploy...
