In the 90s healthcare moved from a public service to a source of profit. It wasn't a socialist paradise before, but hospitals built for civic reasons were sold to corporations. There was a vote to allow this on the House floor, and envelopes of money were handed out just before the vote.

I'm a bit older than gen-x, but I'm still amazed what recent history has just disappeared.
