@WeShall @dansinker shitty history, but after reading it I am not sure the actual voting system is racist. Generally speaking Ranked Choice voting is more democratic and run off elections are similar. Black people are minorities in most places in the US, them being a minority does not make the election rules racist. These election rules don't seem racist, but perhaps many Georgia voters are. But of course the opponent is black too, making that argument a bit less convincing.
