Twitter was one of the smaller social networks, and yet boasts 166 million DAU (https://financesonline.com/number-of-twitter-users/) (daily active users).
Mastodon ... might be breaking 1 million monthly actives (https://techcrunch.com/2022/11/07/boosted-by-twitter-drama-mastodon-reaches-1-million-active-monthly-users/).
We can argue about the merits and worth of scaling. But the point is that Mastodon has as yet not scaled.
(I'm writing from an instance whose notifications are lagged by about 5--6 hours and have been all day. The (volunteer) admin is aware, but also overloaded with other tasks.)

As for the lag, we probably hit 2.8-3M MAUs today, and I've watched big commercial services choke under 3x growth. We're mostly still up, and mostly catching up. I think that's remarkable.
We haven't "replaced" twitter, and we won't "replace" twitter, but we are actively providing an alternative to ~2 million people.
