@grishka Yes, there is a "meta RFC". In fact there are two that I am aware of: RFC 8729 (February 2020) which obsoletes RFC 4844 (July 2007) - the previous "meta RFC". I don't know if this line goes back to one of the first RFCs.
For many other "community RFCs" it is customary for the first document to be the one that describes the process itself. For example: http://bittorrent.org/beps/bep_0001.html or https://www.python.org/dev/peps/pep-0001/ or https://github.com/NixOS/rfcs/blob/master/rfcs/0001-rfc-process.md...and now, also FEPs!
